Board of Commissioners


Lacey Fire District 3
operates under the legislative authority of five fire commissioners, each elected to six-year overlapping terms.  The Board of Fire Commissioners is responsible for establishing key policy, setting levies, developing and adopting the annual budget, reviewing and approving contracts, and appointing a fire chief.The Board meets the first and third Thursdays of each month at 5:30 p.m. at Station 31. The meetings are open to the public.Changes to the meeting schedule and Meeting Agenda will be posted at Headquarters Station. Meeting Minutes will be made available by request to 491-2410.

John Christiansen

John Christiansen was first elected to the Board of Fire Commissioners in November 2007.

John retired from the Department of Defense in 2003 after a total of 28 years of combined federal service. His last duty assignment was as the assistant manager of the Fort Lewis Golf Course.

John proudly served as a combat medic with the 1st Infantry Division and served in Vietnam in 1967-68. He is a Tet Offensive Survivor and a life member of the VFW and The Society of the Big Red One.

John comes from a firefighter family. His father and two uncles were career Seattle firefighters, and his son Alex is a Lacey Fire District Paramedic Lieutenant.

John has been a lifelong volunteer in youth sports, sports officiating, scouting and fund raising. He has supported LFD programs, Fire & Ice Basketball Game, the Community Service Committee, Fill the Boot and Adopt-A-Family. John has been married for 38 years to Marion, a retired army nurse. His daughter Amy has been a volunteer for the LFD and now lives with her husband in Germantown, Maryland. She is a Web news editor for National Public Radio.


Gene Dobry

Gene Dobry was elected to the Board of Fire Commissioners in November 2009.

Gene is a former military officer (Lt. Colonel) from the US Air Force. He retired from active duty in 2003 after completing a total of 31 years of military service. Gene is a graduate of Pennsylvania State University and has a Masters Degree in Soil Science and Biometeorology from Utah State University. He is currently employed with USDA Rural Development as a Community Programs loan specialist.

Gene is a transplant resident to the State of Washington, moving to the area as a result of a military transfer to Fort Lewis in 1998. After retiring from the Air Force, he decided to make the Lacey community his permanent home. Gene is active at the Grace Community Covenant Church, the Hawks Prairie Rotary, the Military Officers Association of America (Olympia chapter) and also participates in the Adopt-A-Roadway Clean-up Program. He has been married to his high school sweetheart, Rachel, for over 38 years. They have three adult sons and five grandchildren.

Frank Kirkbride

Frank Kirkbride has been active in the Lacey community, serving on several community boards, committees and task forces. He chairs the Board of Directors for Coastal BSG, a subsidiary of the community rehabilitation program “Morningside,” and served 18 years on the Lacey Historical Commission.  Commissioner Kirkbride is active in Lacey Rotary, Lacey Rotary Foundation, is a Trustee of the Washington State University Foundation and a member of Board of Directors, Mt. Rainier Chapter of the American Red Cross.

Initially appointed to the Lacey Fire District 3 Board of Fire Commissioners in 2000, he served through 2009.  After a couple years off the Board he was elected in 2011 and began his current term in 2012.

Frank graduated from Washington State University as a Landscape Architect.  He worked with Washington State Department of Highways/Transportation for ten years prior to starting his consulting firm in 1979. Frank is the President of The Kirkbride Group, Inc, a Lacey based real estate development and investment company.

Tom Nelson

Tom Nelson was elected to the Board of Fire Commissioners in November 2011.

Tom grew up in Lacey and follows several generations of full-time and volunteer first responders. Tom graduated from North Thurston High School and later earned a Bachelor’s Degree in Finance and a Master’s Degree in Business Administration from Brigham Young University. His career has been in commercial banking working at several national and local banks. Tom currently works for Thurston First Bank as a commercial loan officer. He participates in the Thurston County Chamber and the Thurston County Economic Development Council.

Tom volunteers time to many community organizations including his church, the Rotary Club of Lacey, and AARP Tax-Aide program. Tom is a former adjunct professor at Saint Martin’s University, teaching finance in Shanghai, China. In his spare time, he enjoys cycling and spending time with his family. Tom is married to Liz Nelson, and they have four children.

Judy Wilson

Judy Wilson was appointed to one of the new Fire Commissioner positions in October 2010. She is a 30 year resident of Fire District 3, now living in Lacey. Judy has held two prior elected positions; 8 years as Thurston County Commissioner, then 4 years on the North Thurston Public Schools Board of Directors.

Judy moved to Thurston County from Maryland where she received a Diploma in Nursing. She worked at Group Health Cooperative for several years.

Judy is a Realtor® with Keller Williams Realty in Olympia. She had 15 years experience in real estate and home loans prior to running for office in 1992. She has 2 sons, Michael & Jim and enjoys being Grandma to Johnny, Andrew, Audrey and Alexander.

Judy is a member of the Kiwanis Club of North Thurston and the Lacey Chamber of Commerce. She volunteers for various activities in the community.
